Job Summary

The Environmental Health & Safety (EH&S) Manager is responsible for ensuring overall facility compliance with federal, state, and local EH&S laws and regulations, Corporate EH&S guidelines, policies and future standards, and for developing and implementing company procedures and programs.

The Manager, Environmental Health & Safety plays a key role in developing, maintaining and revising local Plant EH&S procedures, programs, permits, plans and registrations.

Job Functions

Essential Functions:
Perform advanced, routine EH&S related site activities.

Responsible for identifying EH&S issues that are essential for full compliance with local, state and federal regulation and conform to existing and planned business development.

Develop, implement and manage all programs for recordkeeping, inspections and monitoring required by site permits, plans or registrations.

Lead the development and implementation of EH&S policies, procedures and programs.

Ensure all programs, plans and procedures are compliant with all EH&S regulations and do not conflict with GMP regulations.

Keep abreast of safety and environmental legislation, as well as industry best practices.

Develop and/or oversee measures to eliminate environmental and industrial accidents/health hazards in the workplace.

Assist with leading and directing local personnel with EH&S responsibilities to ensure a standard approach to the implementation of EH&S programs and procedures.

Act as a subject matter expert for EH&S related topics.

Provide in-house expertise and resources to all Grand Island Plant departments to maintain a standard approach to problem solving and the introduction of EH&S safeguards.

Provide or facilitate training to emergency responders and develop general EHS awareness training for the employee population.

Manage and direct the development and implementation of general EH&S site training and training required for specific regulations and/or regulatory agencies.

Perform or participate in special EH&S projects as coordinated by Corporate EHS and/or Plant Manager, EH&S.

Assume the role of Incident Commander of ERT to support emergency response to site incidents.

Perform advanced non-routine EH&S related site activities.

Serve as secondary liaison with local, state and federal EH&S agencies, law enforcement and fire department.

Work with local Maintenance and Engineering, Quality Assurance, Sanitation and Production groups to address EH&S project issues to ensure that EH&S concerns are considered at the design stage and that adequate funds are included within projects’ capital appropriation requests to prevent costly retrofits.

Work with the Corporate EHS and Plant Management to develop local EH&S action plans on an annual basis in order to anticipate estimated expenditure and to allow adequate resources to be allocated to enable completion of established EH&S objectives.

Collect, analyzes and communicates statistical data related to all EH&S incident occurrences to local management and to Corporate EHS.

At the direction of the Plant Manager, EH&S, lead site EH&S investigations (misconduct, gross negligence, property damage, accident, near misses, regulatory violations, et al.).

At the direction of the Plant Manager, EH&S, lead EH&S related inspections during significant visits; determine, plan, and implement necessary follow-up action to comply with laws; disseminate information to departments as appropriate.

Develop, maintain, and revise as necessary all permits, plans and registrations required by local state and federal regulations (ex.

non-title V air quality permit, RCRA EPA ID#, SWPPP, wastewater discharge, etc.) Oversee management of hazardous waste operations and the site to ensure compliance with EPA regulations.

At the direction of the Plant Manager, EH&S, prepare and/or direct the development of advanced environmental reports to regulatory agencies.

Report and maintain metrics on chemical or hazardous product use, developing procedures, processes, and controls to meet federal, state and local regulations.

Monitor, document and report compliance with applicable laws and regulations; evaluate and determine impact of changing regulations.

EHS Manager will be the primary coach for leaders of people in regards to safety Must be able to help leaders and engage colleagues in all aspects of safety program Owns the safety strategy for the site
While not owning the monthly safety governance committed EHS Manager must ensure that the meeting is well organized and that all sub committees and element owners understand their key deliverables in the overall committee construct

Education and Experience
Bachelor’s degree in science or related field.

5 years of relevant work experience required, preferably in a regulated manufacturing environment.

5 years of EH&S experience preferred (including, but not limited to, environmental permitting and registrations for air, land, and water affairs, chemical safety, EH&S training, etc.).

4 years of leadership experience preferred.

An equivalent combination of education, experience and training may substitute.

Has experience with driving safety culture change.
